He's just playing the dumb guy.... 
It's just some 'Dummies guide to Shania' thing I reckon.. 
He reminds me a lot of Ivo Niehe, Dutch presenter (of the 'TV Show')..he also never lets someone finish his/her sentence and always ask 'weird' questions..
