At this stage is not when, but if it will come out at all.
Personally I think, the longer she writes, the more sure it won't be something fresh sounding or fitting into the current music scene. It's exactly what happened with UP! - if it would have come out in 2000 would have been a different story.
Both TWIM and COO were written during a relatively short time : both album by itself, and in between.
I am fine if she wanna take a longer break, but then no more rumors and false hopes, thank you very much. Say it, that she won't release an album in this decade and that's it.
