I don't know but I think the previous Soviet men figure skaters were paid a salary as it was cloked as Red Army pay - they were all in the Red Army but really did no Army duty while they were skaters. Maybe even the women skaters were paid by the Army to hide it from the IOC that they were skater non-professionls in the Army.
